Motorcycle Helmet---Repeal Helmet Laws?

•Introduced by Rep. Richard LeBlanc (D) on March 31, 2009, to repeal the mandatory motorcycle helmet requirement. The bill does not impose any conditions or fees on an individual’s choice to ride without a helmet.
◦Referred to the House Regulatory Reform Committee on March 31, 2009.
■Reported in the House on March 24, 2010, without amendment and with the recommendation that the bill pass.
◦Substitute offered by Rep. Richard LeBlanc (D) on March 25, 2010, to replace the previous version of the bill with one that revises details but does not change the substance as previously described. The substitute passed in the House by voice vote on March 25, 2010.
◦Amendment offered by Rep. Kevin Green (R) on March 25, 2010, to require a rider not wearing a helmet to carry extra insurance specified in the bill. The amendment passed in the House by voice vote on March 25, 2010.
◦Amendment offered in the House on March 25, 2010, to tie-bar the bill to House Bill 4138, meaning this bill cannot become law unless that one does also. HB 4138 would require motorcyclists who ride without a helmet to purchase the unlimited personal injury protection (PIP) required for other vehicle owners under the state no-fault automobile insurance law.
